David Spink joined Net Balance in 2009 after more than 20 years in environmental management in both private and public sectors, preceded by several years in industry and training. After graduating and working as a chemical engineer in industry and a stint at teaching in the 1980s, he moved into the environmental field at a time when this area was still seen by the wider community as an emerging issue. Whilst undertaking further studies in this area, David gained valuable regulatory experience with EPA Victoria during the early-mid 90s, including project management of international projects.

In 1997, David joined PPK Environment & Infrastructure (bought by Parsons Brinckerhoff in 2000) to head up the Environmental Management Group. His management role expanded over the ensuing time to include all environmental services in the Victorian region, and membership of PB’s Victorian Leadership Team and National Environmental Executive. He left PB in 2009 as the National Technical Executive. During his more than 12 years at PB, David was involved as Project Director and/or Manager in a range of major multidisciplinary projects across various market areas including water, energy, industry and transport. He has been an EPA-accredited Environmental Auditor since 1997.

He has extensive experience in providing strategic and “hands on” advice to clients on compliance with regulatory environmental standards and effective implementation of sustainability principles, development of environmental management systems and plans, appropriate pollution control programs, waste management strategies including cleaner production and waste minimisation, and development and management of remediation strategies for contaminated sites. David has significant experience in community and government forums, including the development and implementation of project/site environmental improvement plans. He has an extensive background in training and staff leadership.

Examples of recent projects that David is or has been involved in include:

• Environment Manager for Aquasure, the company designing and construction the Victorian Desalination Plant.

• Environment & Sustainability Manager for the Alliance developing the Gippsland Water Factory, a water recycling facility servicing Gippsland

• Project Director for the preparation of the first Environmental Effects Statement, Port Phillip Channel Deepening Project

• Project Manager (Environmental) and Environmental Auditor for the necessary environmental approvals for the upgrade of Maryvale Paper Mill, including a number of significant environmental upgrades

• Project Manager (Environmental) and Environmental Auditor for the necessary environmental approvals for the initial carbon dioxide sequestration upgrades at Hazelwood Power Station.


Away from the work environment, David has a wide range of interests including making good wine, bushwalking, travelling, and being involved with his extended family and friends. Not to mention that he is about to “tie the knot’ to a wonderful new lady in his life.
